Welcome to Stark County Regional Planning Commission (SCRPC) 

Our Mission

The mission of the Stark County Regional Planning Commission (SCRPC) is to improve the quality of life in Stark County and its communities through an effective regional forum characterized by communication, collaboration, facilitation and planning assistance.


RPC Introduces Local Government Rebate Program


This program allows cities, townships and incorporated villages within Stark County (except the City of Canton, which also received a grant) to carry out certain energy efficiency improvements and then submit to the County for a rebate of up to half the cost, with a maximum rebate of $1,000.

Projects might include purchase and installation of insulation, programmable thermostats, energy efficient heating, ventilation and air conditioning units, energy-saving windows, compact fluorescent lighting, caulking and weather stripping.

RPC is administering the Local Government Rebate Program for the Board of Stark County Commissioners as a result of the American Recovery & Reinvestment Act of 2009. Through this Act, Stark County received an Energy Efficiency & Conservation Block Grant from the Department of Energy, providing funds for this project.

Programmable Thermostat Rebates Now Available

A rebate program has been established for the purchasing of programmable thermostats.  Stark County homeowners and small business owners are encouraged to purchase and install programmable thermostats to improve energy efficiency in their home or business.

Stark County Regional Planning Commission will provide a $25 rebate to County residents and small business owners who can show proof of purchasing a programmable thermostat starting March 1, 2010.
