Housing Rehabilitation Loan Program

Emergency Grant/Loan Program

The Housing Rehabilitation program is designed to assist qualified single-family, low-to moderate-income (LMI) homeowners with needed repairs to bring their homes to decent, safe, and sanitary conditions.  This program is open to all qualifying residents of Stark County’s CDBG program area.  The following are the qualifications used to determine eligibility:

  1. Homeowner must have lived in their single-family residence and be the owner of record for a period of at least one year.

  2. Homeowner must live within the Stark County’s CDBG program areas.  This includes the townships, villages, as well as, the cities of Louisville, North Canton, and Canal Fulton.  However, it does not include those persons residing within the city limits of Canton, Massillon, and Alliance, or the Village of Hills & Dales.

  3. Homeowner must meet the income qualifications as determined by the current U.S. Department of Housing and Urban Development (HUD) income guidelines.

Housing Rehabilitation Loan Program 

The rehabilitation work done on the housing structure can consist of: plumbing, electrical, septic/sanitary sewer, water well, heating, exterior and interior renovation; all code items are a priority and will be addressed, as well.  This work is completed by local contractors that are on an approved list with the Housing Rehabilitation Department and the work is monitored by the inspectors on staff. 

Homeowners qualifying for this program, whose income is less than 51% of the area median income, would qualify for a 30% grant, 30% amortized loan (4% interest, repaid over 15 years), and a 40% deferred loan (0% interest and not due until transfer of the title).  

Homeowners qualifying for this program, whose income is between 51-80% of the area median income, would qualify for a 50% loan (4% interest, repaid over 15 years) and a 50% deferred loan (0% interest and not due until transfer of the title).  

This program provides one-time assistance only per eligible homeowner, and the maximum amount of the project cannot exceed $25,000.00.

Emergency Grant/Loan Program 

This program provides one-time only emergency funding for homeowners that are experiencing a problem with their home that poses a threat to the health and safety of the residents; this problem must have occurred within the last three months without warning.  The total cost of the assistance cannot exceed $7,000.00, with a maximum grant amount of $3,500.00 and the balance as a 0% interest deferred loan.  This program is open to all Stark County CDBG eligible low-to moderate-income single-family owner-occupied homeowners.  The type of work undertaken through this program includes: water service, furnace, electrical, or severe problems with the roof.
