SUBDIVISION REVIEW

SCRPC administers Stark County's adopted Subdivision Regulations in the unincorporated areas of the county.  The Sub Regs currently in effect in the county, were adopted in 1978; several minor revisions have been adopted since then.  We coordinate requirements and reports from county and township departments, as well as ODOT, utility companies and environmental agencies. The Subdivision Review Subcommittee meets monthly to review development plans for compliance and make recommendations to the Planning Commission.


REVIEW PROCESS FOR PRELIMINARY & FINAL PLATS AND SITE PLANS

1) Filing deadline each month is the 17th - for the next month's meeting

RPC meets Tuesday of the first full week of each month and the Subdivision Review Subcommittee meets the Monday afternoon before the RPC meeting, unless it is a holiday, in which case both meetings are on Tuesday (see Meeting Schedule)

2) Data required to be filed

15 sets of plans/prints
application
filing fees - RPC & Subdivision Engineer
supplemental information - Ohio EPA, wetlands or drainage calculations

3) RPC staff distributes print to

4) Field review - Subdivision Engineer and RPC staff member visits each site

5) Staff review - drainage, access, zoning & OEPA or sanitary sewer

6) Subdivision Review Subcommittee meeting

7) RPC meeting and recommendation by the subcommittee for approval, conditional approval or denial

8) Written notice to developer of RPC action

9) Completion of conditions and Approval letter


INFORMATION REQUIRED ON PLATS & SITE PLANS

PRELIMINARY AND FINAL PLATS - Refer to the Stark County Subdivision Regulations which are available in our office for requirements. Cost is $15.00.

SITE PLANS FOR MULTIFAMILY, COMMERCIAL AND INDUSTRIAL DEVELOPMENT

  • Show and label -
    • property lines of tract proposed for development
    • street in front of property - show centerline and right-of-way lines
    • existing buildings, structures and driveways
    • proposed buildings, structures and driveways
    • existing and proposed setbacks, parking and landscaping in accordance with township zoning
    • existing and proposed utilities (gas, sanitary, storm sewer lines/ easements, gas wells,etc.)
    • location/vicinity map and existing street address if available
    • scale of plan and/or dimensions
    • north arrow
    • name of project
    • name, address and telephone number of person preparing plan
  • Provide storm drainage information/calculations, including flood plain, if applicable
  • Ohio EPA's NPDES permit will be required if more than one acre is disturbed
  • An Erosion/Sediment Control plan will be required - contact Stark Soil and Water Conservation


FILING FEES

Site Plan Review:

Stark County Regional Planning Commission (SCRPC)
$75 plus $5 per acre (one acre or less is minimum of $80)
Stark County Subdivision Engineering
$100 plus $50 per acre (one acre or less is minimum of $150)

Preliminary and Final Plat Review:

Stark County Regional Planning Commission (SCRPC)
$75 plus $5 per lot or tract
Stark County Subdivision Engineering (See Subdivision Engineer's Fee Schedule)

DIVISIONS OF PROPERTY WITHOUT PLAT
(Unincorporated Area Only)

All divisions of property, for which no plat is required by reason of Ohio Revised Code 711.001 or 711.131 shall be made to the Stark County Auditor's office, on a form provided by the Planning Commission. Township Zoning Inspector approval is required on most divisions of property, prior to submittal at the Auditor's office. ZONING ASSISTANCE

In accordance with the Ohio Revised Code Section 519.12, the SCRPC makes recommendations, in accordance with SCRPC's adopted plans and policies, when township's are adopting or amending their zoning regulations. We also assist the public and local government officials in zoning matters, as well as provide training and education to zoning officials.
