The Subdivision Engineer is responsible for ensuring that streets and other public improvements for new allotments located in the unincorporated areas of Stark County are designed and constructed in accordance with requirements of the Stark County Subdivision Regulations. Some of the duties involved in this task include:
  1. Review of Preliminary Plats with approval or denial recommendations made to the Stark County Regional Planning Commission.

  2. Review and approval of Construction Plans. Also, coordinate and provide approval or denial recommendations for any required construction variances to the Stark County Commissioners.

  3. Review and approval of Performance and Maintenance Bonds. Establish the amount of the Performance Bonds by preparing itemized construction cost estimates. Review and approve any bond substitutions or reductions that the Developer may request.  Click here to download forms .

  4. Establish the procedures required for performance of construction inspections. Perform construction inspections to insure that the streets and associated public improvements are being built in accordance with the approved construction plans.

  5. Handle any questions or changes to the Construction Drawings that may arise during the allotment’s construction period. Also, address concerns or questions that might be raised by residents or the Township during the time period that the allotment is under bond.

  6. Review and approval of the amount a Performance Bond can be reduced by performing a construction inspection and preparing a construction cost estimate for the work remaining.

  7. Perform construction inspections for release of the Performance and Maintenance Bonds and coordinate acceptance of the streets and other public improvements by the Stark County Commissioners and Township.

  8. Review and approval of Final Plats.

  9. Maintain and subsequently archive project documents including, but not limited to, as-built construction drawings, storm water management report, bond related files, variances, etc. 

The Subdivision Engineer is also responsible for review with approval or denial recommendations made to the Stark County Regional Planning Commission for new commercial and industrial sites to insure that requirements of the Stark County Subdivision Regulations are met. Only commercial and industrial sites located in the unincorporated areas of Stark County fall under the Subdivision Engineer’s jurisdiction.

Other miscellaneous duties that may be requested of the Subdivision Engineer by the Stark County Commissioners, Regional Planning Commission or a Township are:

  1. Review and approve construction drawings for new Condominium Developments that are not under the jurisdiction of the Stark County Regional Planning Commission, but which a Township desires to be reviewed by the Subdivision Engineer.

  2. Review and approve construction drawings for new allotments located in incorporated areas of Stark County and thus are not under the jurisdiction of the Stark County Regional Planning Commission, but which the Stark County Commissioners desires to be reviewed by the Subdivision Engineer.

  3. Provide assistance to the Stark County Commissioners for selection of engineering design consultants for various projects when requested.

  4. Provide engineering and construction administration services to the Stark County Commissioners for various projects when requested. Duties include review/preparation of construction drawings, construction bidding, periodic construction inspections, approving contractor change order requests, approving contractor invoices, and final project closeout.

  5. Preparation of the County’s Storm Water Management Program’s Annual Report as well as several other duties related to the program's requirements.

  6. Serves on such groups as the District 19 Public Works Committee, NEFCO General Policy Board, Stark County Drainage Task Force, Nimishillen Creek Watershed Committee and others as directed by the Stark County Commissioners.
